Part 1 โ€” The Mechanism

How your federal income tax reaches Israel. Every step has a start date, a party responsible, and a verified source.

Quick note first: The money does not land in an Israeli bank account as cash. Instead it works like a store credit โ€” the US holds the money and Israel uses it to buy weapons from American companies. But make no mistake: your taxes pay for those weapons. Here is exactly how, and when each step was created.
1
Congress Mandates $3.8 Billion โ€” The MOU & Annual Appropriations
The US and Israel signed a deal called a Memorandum of Understanding (MOU) โ€” a promise to send Israel $3.8 billion every year through 2028.
๐Ÿ“… Started: 1959 โ€” First military loan under Eisenhower (Republican). First MOU 1998 under Clinton (Democrat). Second MOU 2007 under Bush (Republican). Current MOU signed September 2016 under Obama (Democrat). Renewed annually by every Congress since โ€” both parties without exception.
๐Ÿ”ต Democrat โ€” Obama signed current MOU 2016 ๐Ÿ”ด Republican โ€” Eisenhower started military aid 1959, Bush signed 2007 MOU
$3.3 billion goes to general military spending and $500 million goes to missile defense systems. Congress puts this into law every single year. They have done it under every president โ€” Republican and Democrat โ€” for over 75 years without stopping once.

The Lump-Sum Loophole โ€” Full Payment in 30 Days With Interest
Unlike every other country, Israel gets all $3.8 billion at once โ€” within 30 days โ€” and it sits in a US Federal Reserve bank account earning interest.
๐Ÿ“… Started: FY1991 โ€” Congress mandated lump-sum payment under George H.W. Bush (Republican). Reauthorized every year since by both parties. Source: P.L.101-513, CRS RL33222.
๐Ÿ”ด Republican โ€” Bush Sr. established lump-sum rule 1991 ๐Ÿ”ต Democrat โ€” Every Democratic Congress reauthorized it
Every other country gets small payments spread out over the year, held in US accounts with strict rules. Israel gets everything at once, in its own bank account at the Federal Reserve. While that money sits there waiting to be spent, it earns interest โ€” and that interest goes straight to Israel. Your taxes are literally earning Israel bonus money before a single weapon is bought.

3
How Israel Spends the Money โ€” Two Ways to Buy Weapons
Israel uses the money like a credit card to buy weapons. There are two ways it can do this.
๐Ÿ“… Started: FMS program established 1976 under Ford (Republican) via Arms Export Control Act. DCS expanded significantly 2018-2022 โ€” spanning Trump (Republican) and Biden (Democrat) administrations. As of April 2025 Israel has 751 active FMS cases worth $39.2 billion. Source: State.gov, CRS.
๐Ÿ”ต Democrat โ€” FMS expanded under Clinton, Obama; Biden approved $20B+ in sales ๐Ÿ”ด Republican โ€” Ford created FMS 1976; Trump approved $19.6B+ in sales
Way 1 โ€” Through the Pentagon: Israel tells the US government what weapons it wants โ€” F-35 jets, missiles, artillery shells. The Pentagon buys them from companies like Lockheed Martin and Raytheon, and ships them to Israel. Your tax money pays those companies directly.

Way 2 โ€” Direct to arms companies: Israel can also skip the Pentagon entirely and negotiate directly with US weapons companies. Almost no other country in the world is allowed to do this. It is a special privilege that only Israel has.

Buying Now, Paying Later โ€” With Future US Tax Dollars
Israel can sign huge weapons contracts today and use future years of US aid money to pay for them.
๐Ÿ“… Started: Cash flow financing authorized under Reagan (Republican) in the 1980s. Renewed and expanded under every administration since. Source: State.gov Security Cooperation overview.
โšช Both parties โ€” Reagan started it, every president since kept it
Big weapons like fighter jets take years to build. So the US lets Israel sign contracts today and pay with future years of guaranteed aid. What this means for you: US taxpayers are already locked into paying for Israeli weapons contracts years from now โ€” no matter who wins the next election or what happens in the world.

Iron Dome and Missile Defense โ€” Built in the US, Sent to Israel
The $500 million yearly missile defense money pays to build Iron Dome, David's Sling and Arrow missile systems โ€” assembled right here in America.
๐Ÿ“… Started: Joint missile defense cooperation began under Reagan (Republican) 1986. Iron Dome funding specifically started FY2011 under Obama (Democrat) โ€” $1.3 billion provided 2011-2024. Dedicated $500M annual line added in current MOU signed 2016. Source: State.gov, CRS.
๐Ÿ”ต Democrat โ€” Obama started Iron Dome funding 2011, added $500M dedicated line 2016 ๐Ÿ”ด Republican โ€” Reagan initiated joint missile defense cooperation 1986
A big chunk of these missiles is built by American workers at American factories, then shipped to Israel. This is why politicians say it "creates American jobs." That part is true โ€” but the weapons still end up in a foreign military, paid for by your taxes. You are funding a weapons factory that ships its products overseas.

6
A Secret US Weapons Warehouse โ€” Located Inside Israel
Beyond the money, the US actually keeps a massive warehouse of American weapons physically located inside Israel โ€” called WRSA-I.
๐Ÿ“… Started: WRSA-I established under Reagan (Republican) circa 1990. Used by Bush Sr. in Gulf War context. Expanded by Clinton (Democrat). Used by Obama (Democrat) during 2014 Gaza war. Massively expanded by Biden (Democrat) post-October 7 via presidential emergency waiver โ€” bypassing Congress entirely. Trump (Republican) extending WRSA-I authority through 2026. Source: CRS RL33222, State.gov.
๐Ÿ”ด Republican โ€” Reagan created WRSA-I ~1990; Trump extending authority ๐Ÿ”ต Democrat โ€” Biden used presidential waiver Oct 2023 bypassing Congress
This is a warehouse full of American military equipment โ€” guns, missiles, ammunition โ€” sitting on Israeli soil. Normally these weapons belong to the US Army. But in an emergency, the president can sign a waiver and Israel can take weapons straight from this warehouse โ€” within hours โ€” without any vote in Congress. This happened multiple times after October 7, 2023. Weapons your taxes paid for went directly to Israel's military without a single Congressional vote.

Part 2 โ€” The Pattern

How Congress systematically eliminated every legal mechanism Americans could use to stop it โ€” and just made it permanent.

The Core Argument
This did not happen by accident. Every time Americans found a legal way to push back โ€” through boycotts, city resolutions, or protests โ€” a new law was passed to shut that door. Section 224 is the final move: making it so the US and Israeli militaries are so tangled together that nobody can separate them.
1992
The Original $10 Billion Loan Guarantee โ€” Signed by a Republican
Republican โ€” President George H.W. Bush. The US guaranteed $10 billion in loans to Israel โ€” with almost no strings attached. This set the rule that Israel gets US money automatically, no matter what Israel does. And Bill Clinton, the Democrat running against Bush, campaigned on giving Israel even more.
Source โ€” Congressional Research Service
https://www.congress.gov/crs-product/RL33222
2016
The $38 Billion MOU โ€” Signed by a Democrat
Democrat โ€” President Barack Obama. Obama signed the deal that locks in the $3.8 billion per year you see throughout this page. $38 billion total over 10 years โ€” the biggest military aid deal in US history. Republicans loved it. Democrats loved it. Nobody asked the American people.
2015
Anti-BDS Laws โ€” 38 States, Both Parties
Both parties โ€” Republican and Democrat governors and legislators. Illinois โ€” one of the most Democratic states in the country โ€” was the first to pass a law making it illegal to boycott Israel. Within 10 years, 38 states had the same law. Red states. Blue states. Both. The right to boycott โ€” which Americans used against British tea in 1773 and against segregated buses in the 1950s โ€” was taken away for one specific country, by both parties at the same time.
2017
Texas โ€” "Anti-Israel Policy Is Anti-Texas Policy"
Republican โ€” Governor Greg Abbott. Abbott signed Texas law HB-89 and declared: "Any anti-Israel policy is an anti-Texas policy." A Palestinian American speech therapist lost her job at a school because she refused to sign a form saying she would not boycott Israel. And remember โ€” Democrats in Illinois wrote the original version of this law two years before Abbott used it.
2024
$14 Billion Emergency Aid โ€” Signed by a Democrat
Democrat โ€” President Joe Biden. After October 7, Biden added an emergency $14.1 billion on top of the regular $3.8 billion โ€” while more than 45,000 people had been killed in Gaza. Progressive Democrats wrote angry letters to newspapers. Then voted yes on the money. That same year, San Marcos Texas โ€” a liberal college town โ€” found out $4.4 million of their local taxes were going to Israel and tried to pass a resolution against it. Republican Governor Abbott threatened to cut off all their state funding until they backed down.
Source โ€” Congressional Research Service

2025
FEMA Disaster Funds Tied to Israel โ€” Republican Administration
Republican โ€” President Donald Trump. In August 2025, the Trump administration tried to require that states promise not to boycott Israel in order to receive $1.9 billion in disaster relief money โ€” hurricane funds, flood recovery, emergency management. Reuters exposed it. They reversed it the same day after backlash. But it was real โ€” it appeared in 11 official government documents. Trying it and getting caught is still trying it.
โ€” Section 224: Moving Toward Permanent and Impossible to Stop
Breaking โ€” Introduced May 26, 2026 โ€” Committee Vote June 2026
Both parties โ€” Republican and Democrat members of House Armed Services Committee. Hidden deep inside the 2027 Pentagon funding bill is Section 224. This would officially merge the US and Israeli militaries and weapons industries โ€” linking them so deeply that no future president, no future Congress, and no future election could ever separate them.
"Section 224 would not only keep the close military relationship going โ€” it would hide it from regular congressional votes on military aid and make it almost impossible to ever undo."
โ€” Arab Center Washington DC, June 2026
Where it stands right now โ€” June 7, 2026: Section 224 passed the committee stage. One congressman, Ro Khanna, tried to remove it โ€” only one other Democrat backed him. Democrats and Republicans together voted it down. Next it goes to the full House for a vote, then the Senate, then it becomes law. The Pentagon bill it is attached to has been passed every single year without fail โ€” that is exactly why they put it there.
Why this matters so much: Only 16% of Americans support sending weapons to Israel without conditions. Congress knows this. So instead of a public vote on "aid to Israel" that people can track and protest, they are burying it inside the military budget โ€” making it invisible, technical and nearly impossible to ever vote away.

Still Not Sure It Matters? Here Is What This Money Could Have Done Instead.

Same dollars. Different choices. Here is what $3.8 billion a year โ€” and $300 billion total โ€” actually buys.

The Number That Puts Everything In Context
The US has given Israel over $300 billion since 1948 โ€” inflation adjusted. That is more than it has given any other country in history. By a lot. Egypt is second at $150 billion. Here is what that same money could have done for Americans.
9,700

The $300 Billion Total โ€” In Healthcare Terms
A healthy 65-year-old couple retiring today needs approximately $388,000 saved just to cover their healthcare costs in retirement โ€” not including dental, vision or long-term care. That is according to Milliman, one of the world's leading actuarial firms.

The $300 billion the US has sent to Israel since 1948 could have fully covered retirement healthcare for over 770,000 American couples โ€” that is 1.5 million individual Americans whose entire retirement medical costs would be zero.

Instead, the average American retiree is scrambling to save nearly $400,000 just to stay healthy while being told there is no money for universal healthcare.

The Annual $3.8 Billion โ€” In Retirement Terms
The IRS allows Americans to contribute up to $23,500 per year into a 401k retirement account. For most working Americans, maxing out a 401k is impossible โ€” it requires money most people do not have after rent, food and bills.

The $3.8 billion sent to Israel every year could instead have fully funded 401k contributions for 161,000 Americans โ€” giving them a real shot at a secure retirement. Every year. For as long as the program ran.

Over the 10-year MOU period alone โ€” that is 1.6 million Americans who could have had their retirement accounts fully funded instead.
๐Ÿ‘ด
Social Security Is Running Out โ€” While Israel Gets Fully Funded
The Social Security Board of Trustees officially reported in 2025 that the program faces a 75-year funding shortfall equivalent to 1.3% of GDP โ€” meaning without changes, benefits will need to be cut for future retirees. Politicians say there is no money to fix it.

Meanwhile, Israel โ€” a country whose GDP per capita ranks 21st in the world according to the IMF, wealthier than most of Europe โ€” receives $3.8 billion in US military aid every year without conditions, without means testing, and without a vote from the American people.

The average American on Social Security receives about $1,976 per month. The annual Israel aid package could fund Social Security payments for 160,000 Americans for an entire year. Every year.

The standard defense you will hear: "Israel aid is only 0.6% of the defense budget โ€” it's a rounding error."

The answer: Tell that to the 1.7 million seniors who could have their Medicare premiums covered with that "rounding error" every year. Tell that to the retiree couple who needs $388,000 saved just to stay healthy and is being told the country cannot afford to help. The size of a number does not determine whether the choice to spend it was right.
So What Did That Money Actually Do?

The same $3.8 billion per year that could have funded your retirement โ€” here is what it funded instead. All figures from peer-reviewed studies, UN agencies and verified government sources.

The Bottom Line
Israel's own army internally accepted that approximately 70,000 people have been killed in Gaza since October 2023 โ€” using weapons paid for with American tax dollars. An Israeli classified internal military report noted that approximately 83% of those killed were civilians.

The Weapons Connection โ€” Confirmed By US and Israeli Sources
The weapons used in Gaza are American. This is not disputed โ€” it is documented by the US State Department, the Pentagon's own foreign military sales records, and reporting from CBS, NBC, CNN and the New York Times.

2,000-pound bombs โ€” manufactured by General Dynamics, funded by US military aid, used in strikes on residential buildings in Gaza. The US paused one shipment in May 2024 citing concerns about use in densely populated areas โ€” then resumed all other shipments.

F-35 fighter jets โ€” manufactured by Lockheed Martin, partially funded by US military aid, used in airstrikes throughout the conflict.

155mm artillery shells โ€” over 57,000 shipped to Israel in the first months of the conflict under emergency presidential authorization, bypassing normal Congressional review.

Israel's own classified internal military report โ€” leaked and reported by multiple outlets โ€” noted that approximately 83% of Palestinians killed in Gaza were civilians. That report was written by the Israeli military itself.

The choice in one sentence:

With $3.8 billion a year, Congress could cover Medicare premiums for 1.7 million American seniors, max out 401k accounts for 161,000 workers, or fully fund retirement healthcare for nearly 10,000 couples.

Instead, that money funded weapons that โ€” according to Israel's own internal military report โ€” killed civilians at a rate of 83%. Including 20,179 children. Including 463 people who starved to death. In a territory the size of Philadelphia.

That is not an accident. That is a budget decision.
Part 3 โ€” What You Can Do

Knowledge without action is just frustration. Here is what actually moves the needle โ€” from your phone, your home, and your community.

The most important thing you can do is not on this list.

It is spreading awareness. Not on a petition. Not in a phone call. Just telling people โ€” in conversation, in your community, in your family โ€” what you now know. Because once enough people understand how this actually works, Congress cannot move forward. That is not idealism. That is why criticism of Israel was virtually absent from mainstream American media for decades. Not because there was nothing to criticize โ€” but because an informed public is the one thing this system cannot survive.

Think about it: we are only having this conversation because of independent media. Not CNN. Not Fox. Not MSNBC. YouTube channels, Substack writers, podcasters, Instagram accounts like this one โ€” people who built audiences outside the corporate media structure that had every financial and political incentive to keep this quiet. That independent media ecosystem is different from social media โ€” it is not just sharing and reacting, it is researching, sourcing, publishing, and building credibility over time. It took 75 years for this story to reach a mass audience. It is reaching one now because people like you are sharing it.

Every phone call and petition below matters. But awareness is the foundation that makes all of it possible.

Find and Contact Your Representative โ€” Takes 3 Minutes
Every congressional office has a staff member who counts how many people call about each issue. Even a few calls from the same zip code gets noticed.
You have one Representative and two Senators. All three vote on this. Enter your zip code at house.gov and senate.gov to find them in 30 seconds. Call and say: your name, your zip code, and that you oppose Israel military funding and Section 224 of the NDAA. That is literally it. You do not need to give a speech. You just need to be counted.

Demand They Oppose Section 224 โ€” Right Now While It Can Still Be Stopped
Section 224 has not become law yet โ€” it is still being debated in the House. This is the moment. Once it is signed into law it is almost impossible to undo.
Ask your representative to vote against Section 224 of the FY2027 NDAA โ€” the United States-Israel Defense Technology Cooperation Initiative. Ask them to support Representative Ro Khanna's amendment to strip it. This is the most time-sensitive action on this page. The full House floor vote is coming. After that comes the Senate. After that it becomes law.

Use the Tax Dollar Argument With Your Own Representatives
Find your city's exact figure from the calculator โ€” then send it directly to your city council member, mayor, and state representative with a demand for a public statement.
San Marcos Texas identified $4.4 million of its own residents' taxes going to Israel and tried to pass a resolution. Your city can do the same. Local officials are far more responsive than federal ones โ€” and local resolutions create political pressure that travels upward. The Not My Tax Dollars tool generates a personalized letter you can print and mail directly to your three members of Congress.

Sign Active Petitions โ€” Numbers Create Political Cover
Petitions alone do not change laws โ€” but they show politicians that their voters are paying attention, which gives them a reason to vote differently.
When a politician sees thousands of signatures from their own voters, it tells them: voting against Israel funding will not cost me my job. That is what changes minds โ€” not persuading the diehards, but giving the fence-sitters permission to do the right thing.

Most people have no idea this money even exists โ€” let alone how it works or how to stop it.
One person sharing this page with one person who did not know about it matters more than a hundred Instagram likes. Section 224 is buried in a technical budget bill specifically because Congress is counting on nobody reading it. When people actually understand how this works, the entire strategy falls apart. That is exactly how this kind of thing has been stopped before.

Your City's Share โ€” Calculated From IRS Data
Your city's exact share is not a guess โ€” it is calculated using real IRS tax data from your zip code.
Simple math: take how much federal income tax your city pays as a share of the whole country, multiply by $3.8 billion. That is your city's contribution. Use the calculator below to find your city's exact number.

โš ๏ธ Common pushback: "Richer states just pay more tax โ€” this isn't targeted at Israel."
The answer: That's true โ€” and it doesn't matter. Real money from real people in every state goes to fund Israeli military hardware, whether you live in a red state or a blue state. Congress mandates it. You have no choice.
