UAE's cloud seeding program grew from 20 missions/year in 2003 to 200+ by 2021 — running in near-perfect parallel with Iran's accelerating drought. UAE sits directly upwind of Iran in the same shared Mediterranean cloud basin. Peer-reviewed science confirms upwind seeding measurably reduces downwind rainfall.

inhibition layer physics — why 72 hours is the key
This mechanism is supported by a 2023 Nature paper on "episodic deluge" physics — lower-tropospheric radiative heating creates an inhibition layer. When it collapses, accumulated moisture discharges rapidly. Russian peer-reviewed research (1990-91) confirms microwave radiation can create this inhibition effect artificially.

Dam capacity — before and after strikes (April 2026)
Turkey's dams at red alert for 15 years. Iraq's for 25 years. Iran's for 50 years. All three filling simultaneously in April 2026. Natural La Niña cycles cannot explain simultaneous reversal of multi-decade droughts across three countries sharing the same upwind cloud basin. The inhibition layer theory fills the gap — La Niña provided the moisture, removal of the barrier allowed it to fall.

what mainstream science misses
Gap 1 — coupling is bidirectional
Frontiers journal 2021: lower atmosphere affects ionosphere up to 35%. Nature 2025: upper atmospheric changes propagate to surface level. Scientists admit one direction, deny the other. That is not consistent.
Gap 2 — Vietnam precedent
Operation Popeye proved weather modification works over 5 years. ENMOD treaty banned it. "Owning the Weather 2025" described perfecting it. Scientists saying this is impossible are ignoring confirmed US military operational history.
Gap 3 — classified programs
Scientists can only evaluate public programs. HAARP decommissioned 2015. A 2-person startup (Make Sunsets) is currently injecting sulfur dioxide into the stratosphere with zero oversight. What a $900B military budget has developed in 30 years of classified research is unknown.
