Israel uses the money like a credit card to buy weapons. There are two ways it can do this.

Beyond the money, the US actually keeps a massive warehouse of American weapons physically located inside Israel โ called WRSA-I.

This is a warehouse full of American military equipment โ guns, missiles, ammunition โ sitting on Israeli soil. Normally these weapons belong to the US Army. But in an emergency, the president can sign a waiver and Israel can take weapons straight from this warehouse โ within hours โ without any vote in Congress. This happened multiple times after October 7, 2023. Weapons your taxes paid for went directly to Israel's military without a single Congressional vote.
How Congress systematically eliminated every legal mechanism Americans could use to stop it โ and just made it permanent.
The Core Argument
This did not happen by accident. Every time Americans found a legal way to push back โ through boycotts, city resolutions, or protests โ a new law was passed to shut that door. Section 224 is the final move: making it so the US and Israeli militaries are so tangled together that nobody can separate them.
1992
The Original $10 Billion Loan Guarantee โ Signed by a Republican
Republican โ President George H.W. Bush. The US guaranteed $10 billion in loans to Israel โ with almost no strings attached. This set the rule that Israel gets US money automatically, no matter what Israel does. And Bill Clinton, the Democrat running against Bush, campaigned on giving Israel even more.
Democrat โ President Barack Obama. Obama signed the deal that locks in the $3.8 billion per year you see throughout this page. $38 billion total over 10 years โ the biggest military aid deal in US history. Republicans loved it. Democrats loved it. Nobody asked the American people.
Both parties โ Republican and Democrat governors and legislators. Illinois โ one of the most Democratic states in the country โ was the first to pass a law making it illegal to boycott Israel. Within 10 years, 38 states had the same law. Red states. Blue states. Both. The right to boycott โ which Americans used against British tea in 1773 and against segregated buses in the 1950s โ was taken away for one specific country, by both parties at the same time.
Texas โ "Anti-Israel Policy Is Anti-Texas Policy"
Republican โ Governor Greg Abbott. Abbott signed Texas law HB-89 and declared: "Any anti-Israel policy is an anti-Texas policy." A Palestinian American speech therapist lost her job at a school because she refused to sign a form saying she would not boycott Israel. And remember โ Democrats in Illinois wrote the original version of this law two years before Abbott used it.
$14 Billion Emergency Aid โ Signed by a Democrat
Democrat โ President Joe Biden. After October 7, Biden added an emergency $14.1 billion on top of the regular $3.8 billion โ while more than 45,000 people had been killed in Gaza. Progressive Democrats wrote angry letters to newspapers. Then voted yes on the money. That same year, San Marcos Texas โ a liberal college town โ found out $4.4 million of their local taxes were going to Israel and tried to pass a resolution against it. Republican Governor Abbott threatened to cut off all their state funding until they backed down.
FEMA Disaster Funds Tied to Israel โ Republican Administration
Republican โ President Donald Trump. In August 2025, the Trump administration tried to require that states promise not to boycott Israel in order to receive $1.9 billion in disaster relief money โ hurricane funds, flood recovery, emergency management. Reuters exposed it. They reversed it the same day after backlash. But it was real โ it appeared in 11 official government documents. Trying it and getting caught is still trying it.
โ Section 224: Moving Toward Permanent and Impossible to Stop

Both parties โ Republican and Democrat members of House Armed Services Committee. Hidden deep inside the 2027 Pentagon funding bill is Section 224. This would officially merge the US and Israeli militaries and weapons industries โ linking them so deeply that no future president, no future Congress, and no future election could ever separate them.

Where it stands right now โ June 7, 2026: Section 224 passed the committee stage. One congressman, Ro Khanna, tried to remove it โ only one other Democrat backed him. Democrats and Republicans together voted it down. Next it goes to the full House for a vote, then the Senate, then it becomes law. The Pentagon bill it is attached to has been passed every single year without fail โ that is exactly why they put it there.
Why this matters so much: Only 16% of Americans support sending weapons to Israel without conditions. Congress knows this. So instead of a public vote on "aid to Israel" that people can track and protest, they are burying it inside the military budget โ making it invisible, technical and nearly impossible to ever vote away.

Instead, the average American retiree is scrambling to save nearly $400,000 just to stay healthy while being told there is no money for universal healthcare.

The IRS allows Americans to contribute up to $23,500 per year into a 401k retirement account. For most working Americans, maxing out a 401k is impossible โ it requires money most people do not have after rent, food and bills.
The $3.8 billion sent to Israel every year could instead have fully funded 401k contributions for 161,000 Americans โ giving them a real shot at a secure retirement. Every year. For as long as the program ran.
Over the 10-year MOU period alone โ that is 1.6 million Americans who could have had their retirement accounts fully funded instead.
Social Security Is Running Out โ While Israel Gets Fully Funded
The Social Security Board of Trustees officially reported in 2025 that the program faces a 75-year funding shortfall equivalent to 1.3% of GDP โ meaning without changes, benefits will need to be cut for future retirees. Politicians say there is no money to fix it.
Meanwhile, Israel โ a country whose GDP per capita ranks 21st in the world according to the IMF, wealthier than most of Europe โ receives $3.8 billion in US military aid every year without conditions, without means testing, and without a vote from the American people.
The average American on Social Security receives about $1,976 per month. The annual Israel aid package could fund Social Security payments for 160,000 Americans for an entire year. Every year.
The standard defense you will hear: "Israel aid is only 0.6% of the defense budget โ it's a rounding error."
The answer: Tell that to the 1.7 million seniors who could have their Medicare premiums covered with that "rounding error" every year. Tell that to the retiree couple who needs $388,000 saved just to stay healthy and is being told the country cannot afford to help.
